This is a good question that does not have a single, definitive or exhaustive answer. Open Access has multiple models with their unique advantages and disadvantages and preconditions that may exist on the level of specific regions and countries, despite the presence of global initiatives seeking to promote universal access to academic knowledge in one form or another. In its posts and materials it publishes, the Open Research Community will be seeking to repeatedly answer this question, among others, since it is important to hold a public conversation on the state of Open Access locally and internationally, how its different models perform in achieving their stated goals and how their market conditions change over time, such as in response to global crises, funding policy shifts and budgetary exigencies.
