Who decides who qualifies to be an "Open Access Expert"?

Basically, every user decides for herself or himself if one would like to contribute, in an author or expert capacity, posts, documents or videos, such as via video panels, to the Open Research Community. One only has to drop a line to info@openresearch.community, in order to change one's user status.
