Whereas the Covid-period free access to scholarly articles and publications is likely to come to an end in the near future, the unprecedented rates of international collaboration among research institutions, alongside budget pressures, can become durable, post-pandemic changes in how universities, foundations and libraries operate. This will also likely accelerate the transition to Open Access among leading academic institutions, such as Standford University: https://library.stanford.edu/blogs/stanford-libraries-blog/2020/10/proposal-establishing-open-access-policy-and-related.
