Whereas national read and publish agreements can be expected to facilitate organizational transitioning to Open Access, improve publishing workflows and centralize expenditures, as the Swedish example shows, they may also lead to lesser cost reductions for academic institutions than expected, while reinforcing the market positioning of the incumbent players, such as the oligopolistic structure of the publishing market with a small number of large-scale publishing houses accounting for the majority of book and article output.
