As this article suggests, due to local budget limitations, Gold Open Access may involve barriers for researchers from the global South, such as Brazil, that may have to weigh the trade-offs between citation impact and publication costs, e.g., article processing charges, not only as compared between local and international journals, but also as regards closed-access periodicals vis-à-vis journals using different Open Access models.
