Despite likely expectations, the Plan S may be falling short of reducing the market share of closed-access journals, due to its limited contribution to rectifying the publishing market failure from the Open Access perspective: https://openresearch.community/rooms/832-open-access-policies-and-their-implementation/conversations/32770.
